Role Purpose

Manager of the Contracts and Procurement function is a key member of Technical team charged with overseeing the delivery of all 3rd party commitments in support of projects, office services, drilling, decommissioning (if any) and producing assets.

Main Tasks

  • Provide guidance and leadership in all aspects of Contracts & Procurement (CP), bringing deep knowledge and best practice to the organisation
  • Liaise with key stakeholders to ensure suitable CP involvement in the development & implementation of major contract strategies, thereafter to help support and facilitate effective contract management across Serica’s most significant contractual relationships 
  • Personally oversee the strategic sourcing as appropriate of  high value, sensitive, complex, contentious or high profile requirements with due regard afforded to costs,  HSEQ and schedule variables consistent with Serica’s contracting policies & procedures
  • Work proactively to build relationships with key stakeholders and deliver the CP service offering, driving functional excellence and awareness both within the CP team and in internal client groups
  • Ensure wider compliance with CP process and procedure and continually review same to ensure these remain fit for purpose
  • In conjunction with legal, ensure that all contractual arrangements suitably mitigate Serica’s contractual, commercial and technical risk profile
  • Manage contractual disputes should they arise with support from legal and technical leadership
  • Develop and mentor CP staff for succession planning purposes. This is both for direct reports and embedded resource in the projects
  • Manage the recruitment process for all CP in line with an ever evolving demand profile and ensure access to top talent
  • Chair the Tender Committee (or equivalent)
  • Contribute to the CP Functional agenda within Serica as appropriate including reporting, functional meetings, communication, shared learning, PEER assists/reviews etc
  • Meet regularly with Serica’s key contractors to ensure the value of the relationship is being delivered to both parties
  • Effective use of outsourcing to minimise headcount
  • Integration of Serica organisation contracts and assets
  • Manage major projects through start-up & into production/operational phases
  • Move into a single asset organisation from multi-asset operational
  • Establish CP function as a proactive and strategic business partner that is recognise by Business partners as adding significant value
  • Reduce Cost base and driving/delivering cost reduction initiatives
  • Rationalise CP activity, seeking synergies and collaboration with key vendors and Operators to ensure maximum cost efficiency in Serica operations.
  • Manage the SCM department budget
  • Work with the technical owners of commitments to ensure that Serica demand is always met with the most effective supply chain solution

Professional and Behavioural Skills, Educational Requirements

Essential:
  • Extensive experience in similar role with an Oil and Gas Operator
  • Experience of leading and managing CP or SCM teams
  • Experience in a production operations focused environment
  • Experience in contract delivery in a project environment
  • Delivery focused with suitable gravitas & influencing skills
  • Major negotiations experience & track record  Advanced and in-depth knowledge of standard forms of contracts, conditions and conventions prevalent in the North Sea
  • Microsoft Office - Excel, Word and Powerpoint

Desirable
  • Use of ERP systems such as Maximo
  • Experience & demonstrable track record of mentoring staff and succession planning within a CP competence framework
  • Category management, strategy development, sourcing and contract management (Admin, Performance management & relationship management)

Education Requirements

Essential:
  • Degree qualified in relevant subject (Preferably QS, Business, Law or technical)
Desirable:
  • Preferably MBA or similar post graduate qualification
  • Professional Qualification/Chartered
